James has lived in Mesa Oaks since 1995. He has been in Lompoc Since 1973 after graduating from UCSB to work for the Auto Club of So. California as a management trainee. In 1981 he became a partner in RC Lilley Insurance, a long established agency in Lompoc. Over the next 40 years the agency changed names but his work as a commercial insurance agent continued to grow. He retired as a commercial Insurance agent in 2021. James and his Wife Theresa have three grown children and love living in the Lompoc Valley. He is pleased to be serving on the Mission Hills Community Services District, his goal is to make the district a responsive and efficient district for its customers.
